I have an old AT power supply, and I want to use it to run my nwe fanbus. I have room in my new case, and I just want to know how to 'jump start' this one. I have found plenty of articles on ATX, but not AT.

if you are a little good with electronics I would just go to radioshack and buy a 12v DPDT or DPST realy and have the atx supply switch the relay and throw main power to the AT supply..that should work for you.
 
Just mount the AT power switch on the front of your case and plug in your fans. Unlike ATX supplies..the switch is directly connected to the supply you dont need to "jumper" the wires or anything to get it to come on...just hit the switch.......simple!:)
