Clocking Files and Overclocking Resources Two great resources for all those freeware downloads for which you usually hunt - between the two of them, you should find just about anything.
Lots of tweaking hints and downloads - a must for serious tuning.
A comprehensive site out of Singapore - good reviews and information on latest trends.

CPU views from Holland - Good background articles and current ones dealing with new products.
Good site for weekly scan of lowest hardware prices.
The most esoteric and in-depth of the CPU sites - pretty arcane for the "average" person but it's got a lot of stuff.
AMD and lots of it - also lots of 3D Now.
A comprehensive site that does CPU cooler reviews, case cooling, video cooling and other explanatory articles. This is a must stop before any cooler purchase for serious overclocking.

The BBS - reviews and articles are not as current as other sites, but the BBS is an invaluable resource. AnandTech is hosted by a vary talented young man who updates every day. Many good reviews and tests.
This is one of the first "performance" sites on the web and Scott Wainer has committed to keeping it fresh, and succeeds nicely.
A very interesting collection of Windows Registry Tweaks for those daring enough to edit the registry; remember - make a mistake and no backup - Kaboom!
